Outbound Configuration API for Proactive Messaging 

A new set of APIs to fetch API Handoffs defined in the Proactive Messaging web tool. Brands can get a list of all the API handoffs. The response payload includes APIHandoff Id, name, channels, WhatsApp template details, count of variables defined, etc.
